Orsini, Bogosian, Veal, and Burdock filed Second Appeal
On November 10, 2025, the Skagit County Board of County Commissioners (BOCC) adopted Resolution R20250259 imposing another 30% fare increase for the Guemes Island ferry. The resulting fare increase will take effect January 1, 2026. With this increase, fares have risen 75% in the last three years. Certain categories, like the renamed Haz-Mat run, which used to be the regularly scheduled propane delivery, have gone up 600%.
On November 26, 2025, the same litigants, Orsini, Bogosian, Veal and Burdock, filed the second appeal. This appeal, filed as was the first under RCW 36.32.330, challenges the fare methodology and the accounting used to achieve the new fare structure. Orsini et al., filed this action because their first appeal for the current 2025 fares is awaiting the judge’s decision. The hearing for the first appeal took place on October 14, 2025. Although we do not yet have a ruling, Orsini et al., is counting the favorable resolution of the non-expiry cards travisty as one positive outcome of that first appeal.
