Fair Fares files Motion to Enforce
On January 16, 2026, Judge Kathryn Loring filed the decision remanding both the fare resolution for 2025 and the non-expiry card resolution. The County appealed these findings but the judge denied that appeal in February, 2026. The County did pass a modified resolution on the non-expiry cards providing a method for converting the punch cards to QR code tickets that would last "forever", but set an end date to this conversion process, December 31. 2026. Also, the holders of non-expiry cards could only make the conversion with a scheduled appointment between 8:00am and 4:00pm, Monday through Thursday, at the Guemes Ferry office. Then in April, the County issued a fare adjustment for the truck fares in the 2026 fare schedule in time for the peak season, without any reference to the outstanding order to recalculate the 2025 fares. Fair Fares had sent two letters to the Commissioners and staff, one in early March and a follow-on in April requesting a meeting to sort out the issues, and to include the Ferry Committee in the discussions. Both went unanswered. Despite claims of action, there was little contact from the County's attorney to the Fair Fare's attorney. The June Guemes Ferry Newsletter then published the next round of meetings beginning in August for the 2027 fares.
On June 11, 2026 Fair Fares filed its Motion to Enforce in Skagit County Superior Court. The Fair Fares' attorney is now requesting a hearing date for this Motion.

As the County delayed action in this case, the need for this motion has required more attorney time and expenses.
