Judge denies County's Motion to Reconsider

On February 24, 2026, after hearing oral arguements from Erick Pedersen, chief civil deputy prosecuting attorney for Skagit County and Carl Marquardt, attorney for appelants Orsini, Bigosian, Burdock and Veal, Judge Loring sustained her January 15, 2026 findings that Skagit County had acted in an arbitrary and capricious manner in setting the 2025 fares and the expiration of non-expiry cards.  Fair Fares LLC is looking forward to working with the County to re-establish a transparent, fair and sustainable process, with meaninful public input, to set fares on its sole, essential ferry serving Guemes Island.
